Expense rates show three decimal points instead of two decimal points

It is primarily because of IRS mileage rates that all usually in three decimal numbers.   For example,  in 2023,  the mileage rate is $0.655.   To show exact rates,  the invoice shows expense rates in 3 digits after the decimal.
